IRCC has opened public consultation on Express Entry reforms. (4.23-5.24)

Most people assume changes are still months or years away. That may not reflect how the system is actually structured.

Based on recent IRCC briefings shared in professional immigration forums and practitioner webinars:
CRS changes will be introduced via Ministerial Instructions, which allows IRCC to implement scoring changes relatively quickly once decisions are made.

In contrast, merging the three Express Entry programs (FSW, CEC, FST) into a single framework requires regulatory amendments, which typically take 12 to 18 months.

It means CRS scoring changes may come into effect before the full program restructuring is completed. There is also discussion around stronger weighting for high wage occupations and labour market outcomes, which could be introduced earlier through Ministerial Instructions.

What this means?

If you are already in the Express Entry pool without an ITA, your CRS score could be recalculated under a new system, reshaping current competition.

If you have already received an ITA or submitted PR, your application will continue under the CRS rules in place at the time of invitation.

My view is that changes may arrive sooner than many expect. By the time applicants react, the system they planned for may already have changed.
