In an Express Entry application, under the CRS (the point system), a certificate of qualification in a trade occupation can add 25 to 50 skill transferability points, depending on your language results. This certificate must be issued by a competent provincial or federal authority.

This requirement is set out in section 26 of the Ministerial Instructions Respecting the Express Entry System. The word “competent” refers to the specific body designated under provincial legislation as the regulator of trades. In Ontario, that is Skilled Trades Ontario.

Take a commercial driver’s licence as an example. It is issued by the Ministry of Transportation, legally required to perform the job, and supported by mandatory entry-level training. Government-issued? Yes. A certificate of qualification for CRS purposes? No. Because the MTO is not the designated trades regulator, and Skilled Trades Ontario does not certify that occupation.

Keep this in mind:

Claims of trade certification are not assessed at the profile stage. Express Entry allows you to self-declare points. An officer verifies them only after you receive an ITA, pay your fees, and submit a complete application.

The occupation itself must also appear on IRCC’s eligible list. You can find it on canada.ca by searching “Express Entry certificate of qualification program delivery instructions.” Roughly one hundred trade NOCs are currently included.

But being on the list is necessary, not sufficient. Your occupation may be listed, and your certificate can still fail.

These points are valuable, but they are also closely reviewed. A careful assessment before you claim them can make the difference between a smooth approval and an avoidable refusal.
