C11 is an LMIA-exempt work permit under the International Mobility Program (IMP), designed for entrepreneurs and self-employed professionals whose business can bring a significant benefit to Canada.

Typical validity: up to 18 months, with the possibility of extension based on real business progress.

What IRCC is really assessing is not how “big” your business looks on paper, but whether it can create measurable value, such as job creation, innovation, export growth, or regional economic impact.

Core requirements (high level):
• ownership/control of the Canadian business
• the business is ready (or close) to operate
• the applicant plays an active role (not passive investment)
• financial capacity to launch and sustain operations
• temporary intent / an exit strategy

Key benefits:
• no LMIA required (faster, more flexible)
• spouse may qualify for an open work permit; children can study in Canada
• a strategic entry point to build Canadian experience before exploring PR pathways
